BEST LIGHT ARMOR=
GLASS/ best light curiass=savior's hide
If you don't mind stealing, you can find a full set minus greaves in a tower in Ghostgate.
Most of the set can also be found at the Volrina Quarra Lair (vampire hideout) located in the dwemer ruins southwest of the Urshilaku camp. You will have to kill Volrina herself to obtain it.
On the lower level of the Fighter's Guild of Ald'ruhn, there is a set of glass armor minus bracers and pauldrons inside a chest behind a locked door of 80 or so difficulty.
The SAVIOR'S HIDE is located in the top level of tel fyr(levitate needed). On the top level, look for a closet,(open 100 lock needed) the curiass is inside.

BEST MEDIUM ARMOR=
INDORIL/EBONY MAIL(curiass)
unfortunatly the only way i have found to get Indoril armor is to kill an ordinator in vivec, which really isnt a problem bounty wise if you use my bounty advice in the "Great Tips"page of this site. to get the EBONY MAIL curiass(the best medium curiass in the game) you have to join the temple...You can only get this cuirass as the last part of Tribunal Temple's quest.

If you don't mind stealing, there is a set of Daedric greaves on a shelf in the Dren Plantation. It's in the very same room as Orvas Dren, right behind him. Be careful not to get caught, as he and his lackeys can be tough for a lower level character.
